Affiliated Computer Services Inc. on Monday said it will open a second operations center in China with an eye to providing IT and business-process-outsourcing services to customers in the Asia-Pacific region.

The company said it will open the center in the city of Tianjin, near Beijing. ACS expects to place about 200 staffers in the facility when it becomes fully operational in the spring. ACS already operates a large BPO center in Beijing, from which it provides human-resource outsourcing services to Motorola Inc.

With the addition of the Tianjin center, ACS will add finance and accounting services to the range of offerings it provides from China, a company spokesman says. The Tianjin center also will be used to provide IT outsourcing services. The spokesman says several ACS clients already have agreed to have services delivered from the new center.

Many observers view China as the next big destination for IT and business-process outsourcing. ACS operates two outsourcing centers in India, and the spokesman says China will help the company diversify its geographic base and service offerings. "India isn't the only place from which we want to provide offshore services. There are other places with other skill sets," says the spokesman. About one-third of ACS's 47,000 employees work from locations outside the United States.
