Though cars still share the roads with horse-drawn carriages in Kutztown, Pa., the tiny town in the heart of Amish country will soon be wired with a state-of-the-art, $4.6 million fiber-optic network. Kutztown hopes the system, which is slated for testing this spring, lures IT businesses.

Though it may pose competition to cable-TV and telco providers, lawyer Jim Baller, who represents municipally owned power companies, says it helps fill gaps in coverage.
