IRS chief financial officer Todd Grams shifts to the CIO post on June 1, taking over the supervision of the tax agency's efforts to modernize IT. "Todd's current position of CFO has afforded him a unique understanding of the challenges facing the IRS in the modernization arena," IRS Commissioner Mark Everson said in a statement announcing Grams' appointment.

Grams replaces John Reece, who left the IRS in February after two years supervising the agencys IT renewal.

In testimony before Congress, Everson has designated IT modernization one of his chief priorities.

Everson also named a new boss for Grams: John Dalrymple, who'll be deputy commissioner for operations support. Besides the CIO, Dalrymple will supervise the CFO, chief human capital officer, agencywide shared services, and physical security operations. As deputy commissioner, Dalrymple will own the modernization program. A 28-year IRS veteran, Dalrymple most recently has been serving as commissioner of the wage and investment division. His past positions include IRS chief and deputy chief operations officer.
